A computer requirements study (needs analysis), with a cost justification as an integral part of this study, provides a list of priority-ranked applications. This is important when determining how to use scarce human and financial resources. The most effective study approach involves a cooperative consultant/agency full-time effort. This is achieved through a study team. The first step in the study is to structure interviews of personnel who perform key tasks in information processing, so as to determine what and how their tasks are performed. Based on the interviews, a hardware and software (applications) matrix is developed. One or more vendors should be selected for involvement at this stage, so as to educate the study team on options for satisfying requirements. Hardware and software recommendations will then be developed. These recommendations become the basis for a cost justification that is presented to agency executives.
