The Missing and Exploited Children Comprehensive Action Program (M/CAP) was developed by the Office of Juvenile Justice and Delinquency Prevention as a coordinated multiagency community action program to serve the needs of missing and exploited children.
Abstract
This needs assessment report is the product of the first major M/CAP activity. It documents the problems and needs related to the community response for these children and the roles and responsibilities of various agencies involved in a community-based approach. Specifically, the report outlines the legislative history surrounding the development of multiagency collaboration regarding missing and exploited children, reviews the literature focusing on multiagency activities, and discusses problems and needs affecting various components of the system as they address these issues. The practitioners covered in the report include prosecutors, law enforcement, child protective services, juvenile and family courts, mental health agencies, schools, and nonprofit organizations. This needs assessment report also describes the knowledge and skills needed by agencies to develop and implement a successful multiagency approach and the training and technical assistance methods to be used to facilitate efforts in selected jurisdictions. 1 figure, 59 references, and 3 appendixes
