This paper discusses several contextual dimensions pertinent to an empirical investigation of the topic of gang migration, which has surfaced as a major concern to law enforcement officials, policy makers, and the public.
Abstract
The first dimension discussed is that of definitions, specifically the ambiguity of the term "gang migration." The impact of gang migration on the second dimension -- gang formation -- and the context of local gang activity is the focal concern of police agencies and the public. Gang migration suggests points of departure and destination (the third dimension). Analysis of the characteristics of departure and destination locations may produce insights about gang motivations to migrate. The fourth dimension, individual versus collective aspects of gang migration, has direct implications for gang processes, organizational dynamics, and criminal activity engaged in by the migrating gang members. The final two dimensions that need to be considered include ethnic variations in the patterns of migration and responses to migration in terms of law enforcement and community agency strategies, in both departure and destination cities. 35 references
