Individual papers examine factors related to civil disorders, the roles of social conditions and race relations, various models and approaches to planning responses to civil disturbances, the roles of mayors and governors in emergency management, and specific preparations for civil disorders. Additional papers focus on the uses of community policing and problem-oriented policing in preventing civil disturbances, prevention strategies among gang members, the role of Federal agencies and law enforcement personnel in responding to disorders, efforts to improve police-community relations in individual cities, and the responsibility of the media.
