These criteria deal directly with the connections between the police, as one component of the juvenile justice system, and the system, community, and political actors with whom the police must interact. The six issues discussed here relate to the enormous growth in diversion programming, alternative rationales for diversion, alternative encapsulation, expansion of the service system, police control, and police commitment to diversion.
