The nature of the victim, which may include the government, determines who must address and prevent fraud. The structure and individual characteristics of the fraud determine the techniques that should be used. The effective enforcement of laws and regulations requires adequate information on the incidence and volume of fraud. Little information is available, however. Several initiatives and experiments are under way to improve the provision of information, which would aid the setting of priorities and the coordination of efforts to address it. A shortage of capacity in the administration of justice makes it necessary to divide tasks. Victims, especially public services, must develop their own policies.
