This update of the Illinois Department of Corrections' Five-Year Plan for Female Inmates, first published in April 1990, reports on the status of the original recommendations and notes that the single most important issue related to female inmates continues to be the increasing disparity between population and capacity.
Abstract
Fiscal Year 1992 projections indicate that the female population will increase by more than 300 inmates to 1,662 by fiscal year 1995. However, the female inmate population is increasing more rapidly than projected. The crowding in female correctional facilities will continue to increase. The Department of Corrections has initiated a review of options to address the continuing increase in the female inmate population and the growing capacity imbalance in facilities for females. Meeting the needs of the female inmates remains a priority in the Department. Community- based alternatives to institutionalization need to be explored. Programming needs include inmate drug treatment, parenting programs, medical and mental health services. Chart indicating the status of recommendations
