This document presents 10 guidelines for international cooperation in crime prevention and criminal justice, a discussion of international cooperation in Central and Eastern Europe, and a description of a proposed clearinghouse on projects in international cooperation.
Abstract
Among the rules are to remember the need for cultural tailoring, prepare a written plan, seek coordination on all levels in the target country, and realize that systems cannot be changed rapidly. The discussion of Central and Eastern European notes that these countries have experienced rapid political, economic, social, and legal changes and have received extensive international assistance. Cooperative project have focused on the drafting of laws, reforms of criminal laws, policing issues, prosecution, courts, corrections, victim assistance, human rights protections, crime statistics, the use of technology in criminal justice, and the organization of research. Forms of cooperation include the exchange of information and experience, training, research, technical assistance, material assistance, and financial assistance. Problems include the needs to verify the usefulness of particular assistance, set priorities, determine the gaps and avoid overlap, find suitable partners for cooperation, and ensure financial and political stability. A meeting held in 1993 considered the benefits of establishing an information clearinghouse and suggested that the United Nations Criminal Justice Information Network serve as the host for the information system.
