The most critical trends that were identified and used in the analysis included level of school funding, instances of violence on school campuses, level of racial intolerance, level of public confidence in the quality of education, and overall physical and mental health of public school graduates. The analysis also included events considered to be most probable, including, inter alia, elimination of all nonessential school programs, an increasing rate of nonlethal assaults on campus, an increasing level of gang activity in schools, adoption by California of voucher system for private schools, and civil unrest leading to riots in the schools. Based on the analysis, three scenarios were used to depict the parameters of interface between law enforcement and public education. The study concluded with the development of strategic and transition management plans.
