In 1993, the Dutch police force was reorganized into 25 regional forces and one national force; the function of the latter will be to support the regional forces.
Abstract
In addition, the system of financing the police was changed from one of supplying the police with a fixed input of money to a system of partial output financing. Under this system, part of the funds to be supplied to the police force will depend on the performance of that force. This article provides an example of the measurement of police performance, where these measures relate to hard output. The model then fits information on the returns of police services, or soft output, into a product performance model. The design presented here will yield good estimates of police performance, enabling managers to compare police forces on several levels. 5 figures and 5 references
