This article focuses on the plan of response for special events policing, the Incident Command System (ICS), developed by the New Jersey State Police. Special events are frequently prime targets for terrorist attacks. The author stresses that the definition of a special event will vary according to the responsibilities and venue of the police department. Preparations and resource allocation also will vary according to availability and need. Local police departments or State police agencies with limited resources will have to contact other agencies for assistance. An essential element of special events management, effective planning can be based on a three-phase model incorporating initial planning, substantive planning, and post-event review. The specific parts of each of these elements are discussed. Also discussed are case scenarios involving the casinos in Atlantic City and the Meadowlands Sports Complex. A flow chart of the ICS is provided.
