The creation of the Law Enforcement Assistance Administration (LEAA) in the mid-1960's began a new era of Federal involvement in crime control. In recent years, the concept of direct Federal aid for local law enforcement has received renewed support in Congress. In the last decade, Congress has passed four omnibus crime control bills. These laws have changed the Federal sentencing system, revised bail and forfeiture procedures, enhanced penalties for drug-related crimes, provided funding for State and local drug law enforcement, defined victims' rights, and expanded benefits relating to police fatalities. Legislation in 1993 has focused on community policing, drug treatment, and youthful offenders. In November 1993, the Senate passed S.1607, the Violent Crime Control and Enforcement Act, substituting its language for that of H.R.3355 passed by the House.
