Study data were obtained from survey research, field observation, interviewing, and content analysis of written documents/records. The first part of this report focuses on the youth. One chapter presents the results of the youth survey, which was in the middle and high schools within the Racine Unified School District. Students described their interactions with gang members, attitudes toward gangs in the school, and gang member characteristics. Another chapter presents the results of interviews with youth who have had direct experience with gangs. A chapter on schools examines the gang situation from the perspectives of principals, teachers, counselors, and coaches. The final chapter in Part I profiles the juvenile justice system and other related social service programs. Key personnel in the juvenile justice system were interviewed. Part II presents the community perspective. This includes findings from the community survey, which focused on experiences with gang members, attitudes about youth gangs, and perceptions of gang members. One chapter presents community leaders' perspectives on the gang situation. Part II also discusses activities of community centers. A discussion of the Task Force Commission on Gangs and Juvenile Delinquency includes an analysis of past accomplishments, current efforts, and future plans. This exploratory study is viewed by the authors as a first step in learning how to deal with youth gangs more effectively and efficiently. Eight recommendations are offered. Chapter notes and tables
