Four key steps are involved in program evaluation: (1) determine broad program purposes; (2) identify objectives of State criminal justice authorities; (3) determine how grant funding goals compare to the first two steps; and (4) complete a program comparison matrix. Program missions and purposes should be clarified in terms of system improvement, coordination, and crime reduction. In assessing program effectiveness, consideration should be given to performance indicators and results. A process is outlined for quantifiable program assessment that includes primary and secondary performance indicators. Techniques for measuring program performance and benefits of program evaluation are described. Appendixes contain quantified program assessment (QPA) rating charts, sample drug abuse treatment plans, and a formula for QPA scoring and calculations.
