This manual is a product of the federally funded National Juvenile Firesetter/Arson Control and Prevention Program, which intends to assess, develop, test, and disseminate information on promising approaches for the control and prevention of juvenile firesetting and arson. The proposed components of the program are program management, screening and evaluation, intervention services, referral mechanisms, publicity and outreach, monitoring systems, and developing relationships with the justice system. Aspects of these components are described in detail. The program management component provides information on program structure, staffing, training, and funding. Procedures for screening, evaluating, and developing the intervention plan -- the second component -- encompass their function, target population, users, content, benefits, and limitations. Decision grids are provided to help users select the most appropriate methods for their service needs. The intervention services component provides information on three levels of intervention strategies: primary prevention, early intervention, and core intervention. Another component, referral mechanisms, describes how the program can identify referral sources and target referral agencies. The publicity-and-outreach component describes how juvenile firesetter programs can develop a public information and education campaign to raise the public's awareness of juvenile firesetting and the juvenile firesetting program. Purpose, content, format, and use of systems for monitoring juvenile firesetter programs are discussed in the monitoring-systems component. Developing relationships with the justice system, the seventh component, provides information to assist programs in developing effective relationships with the justice system.
