This pamphlet is used in conjunction with California police officer training on gangs, particularly focusing on skinhead gangs.
Abstract
The pamphlet describes elements of a street gang, motivations for joining gangs, types and characteristics of gangs, levels of involvement, and gang-related criminal activities. The text then outlines classifications of skinhead gangs, primary police concerns related to skinheads, gang and personal characteristics, components of racist skinhead ideology, skinhead groups, and gang-specific indicators. Graffiti, monikers, hand signs, and clothing are also described here as integral parts of gang culture. Future trends predicted here vis-a-vis skinhead gangs include attempts at unifying groups, continued assaultive behavior against minorities, continued weapons violations, increased ties with other racist groups, and recruitment efforts conducted in schools.
