The report notes that services of the OCVR have expanded beyond financial compensation to include administering and monitoring grants, victim service networking throughout Utah, enhanced training, establishing a victim resource library, and sponsoring a victim rights conference. During the fiscal year ending June 30, 1993, the OCVR received 1,924 victim claims and awarded nearly $3.8 million in victim benefit payments. The turnaround time for processing claims was approximately 30 working days. Staff development and training were achieved through attendance at local and national conferences and workshops. OCVR programs were publicized across the State through mailings of brochures, victim information cards, and posters. Legislation requiring HIV testing of convicted sex offenders and sexual assault victims was passed. Legislation also established $25,000 as the maximum award for victim reparations. The annual report contains statistical, graphical, and narrative information on OCVR organization and achievements, Utah's Crime Victim Reparations Trust Fund, and victim claims and benefits. Examples are given of compensation awards and denials, and statistics are provided on victim assistance grants and on the use of volunteers by victim assistance programs. Tables and figures
