On January 1, 1993, a number of organizational changes were made as part of the continuing effort to meet citizen needs through the department's community service commitment and to standardize the naming of departmental responsibilities. A Citizens Police Academy was established to improve citizen understanding of the inner workings of the police department. Eighteen citizen applicants were recruited for the first class, which began on February 23 and lasted 11 weeks. Students were informed about various operations of the department. A 2-year Federal grant designed to provide automated capabilities for crime analysis and patrol deployment was completed. By a large majority, voters agreed to a ballot initiative that will bring police officer staffing up to a ratio of two officers per 1,000 residents. A Federal grant in the amount of $1,950,000 was received to hire 26 additional police officers. Other departmental activities reviewed for 1993 are command and control for the Pope's July visit, developments in the Police Information Management System, installation of the new public safety radio system, the volunteer program, and K-9 recognition. Crime increased 1.78 percent in 1993.
