These recommendations focus on defining the responsibilities of correctional administrators and the programs and services that correctional agencies in Sweden should provide to offenders or arrestees who abuse drugs or have HIV or AIDS and are receiving noninstitutional treatment.
Abstract
The recommendations are intended as guidelines for use at a regional and local level. The report notes that a large proportion of offenders abuse drugs and that drug abuse both harms individuals' health and affects their chances of readapting to society. Therefore, corrections agencies should intensify their efforts to prevent drug abuse and motivate drug abusers to seek treatment. Corrections agencies should also cooperate with social service agencies, public health care services, and treatment centers. With respect to HIV and AIDS, correctional personnel should develop expertise in the areas of outreach activities, information, diagnostics, motivational work, medical care, monitoring, treatment planning, and local action programs. All offenders should receive information about drugs and HIV/AIDS. Staff should also training and support both to address stress and to protect against disease transmission. Confidentiality issues must also be addressed.
