Safe havens are multiservice centers where both youth and adult services are located in a highly visible and accessible facility that is secure against crime and illegal drug activity. Safe havens bring together law enforcement, community services, basic and continuing education, health, recreation, employment, and other key sectors to provide opportunities, skills, and recognition for young people and their family members. Special emphasis is placed on drug abuse education. The preferable location for safe havens is in neighborhood schools. Programs and services included in the Safe Haven Program depend on neighborhood factors that place people at risk of becoming involved in crime, drugs, or other problem behaviors. Programs and services should reduce or eliminate these risk factors. Each neighborhood must establish specific and measurable objectives for its safe haven, based on an assessment of risk and protective factors. Safe Haven Program applicants must explain how the following steps will be accomplished: assess community leadership support, conduct local project orientation, establish the project's organizational structure, conduct risk factor and resource assessments, select the target area and an implementor, identify a safe haven facility, and develop a strategy that encompasses risk and protective factors. Application and administrative requirements for the Safe Haven Program are described.
