From 1982 to 1993, the number of hearings and trials increased from 1,240 to 3,531, while the number of cases handled informally increased from 4 to 121. In 1993, the workload increased, while financial resources adjusted for inflation decreased. Violence among delinquent youth increased from 1992 to 1993. Delinquency complaints against females increased 21.7 percent. The increasing number of births outside marriage has resulted in more parentage cases, with accompanying problems of child support, custody, and other issues. Alcohol and other drug abuse and thefts related to them are also major problems. The court refers all youth needing group and foster homes to the county's Department of Human services. The court is also increasing its efforts to locate relatives for placement of children whose parents cannot provide for them or who have been removed from the homes of abusive parents.
