This report presents seven recommendations for addressing prison overcrowding in Connecticut.
Abstract
The report emphasizes the State's fiscal difficulties requires a careful approach and gradual progress in a measured, cost-effective manner. The first two recommendations expand alternatives and open new correctional facilities to continue the commitment to a balanced strategy of sufficient alternatives to institutionalization, as well as prison facilities. Additional recommendations support the double-celling of new correctional institutions, parole release of prisoners who have served 50 percent of their sentence minus good time, expansion of intensive probation supervision capabilities, and the creation of a State Police warrant squad to return to custody offenders who violate parole or probation terms or fail to appear in court. The final recommendation supports additional resources for drug treatment and prevention. The Prison and Jail Overcrowding Commission approved these recommendations unanimously.
