Abstract
Individual sections describe the history of substitute care, definitions of family foster care, the principles underlying substitute care, the basic needs of all children, the special needs of children in substitute care, and the special needs of abused and neglected children. Additional sections explain the nature of systems, networks, and teams and how families, social services, child welfare agencies, and substitute care providers function and interact in these frameworks. Further sections detail the specific aspects of meeting the needs of abused and neglected children through assessment, the provision of a safe environment, coping with regressive behavior, helping children with issues of loss and identity, and helping children who have been sexually abused. Steps in supporting foster parents, reviewing and monitoring services, and adoption issues are also covered. Glossary, lists of training programs and resource organizations, notes, and 33 references
