The first chapter provides a basic understanding of Utah's gang problem, while the second chapter helps communities assess their resources including demographics, schools, businesses, and churches. Next, the Neighborhood Action Model provides a step-by-step blueprint for organizing the community: assessing the problem, organizing the first meeting, designing and implementing a plan of action, and assessing the plan's success. A chapter on volunteers shows how to recruit, train, and involve qualified individuals in the program. The importance of removing graffiti as soon as they appear on buildings and of enlisting corporate support in the community effort is emphasized. As the program gains momentum, publicity through newspapers, radio, and television is essential for widening community support. Special curricula introduced in elementary schools can prevent gang formation and improve student performance. To complete their effort, communities must develop and implement safe recreational and athletic programs for juveniles.
