This special issue focuses on current theories, concepts, and programs in victim services with special emphasis on their relation to probation and parole.
Abstract
An editorial emphasizes the necessity for community corrections personnel to understand the dynamics of victimization. Next, the mother of a homicide victim details her experiences with the criminal justice system and appeals for increased understanding of the needs of crime victims. Two hearings held by the American Probation and Parole Association are described; at the hearings, victims related their frustration in attempting to decipher the criminal justice system. The next articles discuss the need to shift from a retribution and risk management approach to a restorative justice approach to supervision. The first large cross-site evaluation of victim-offender mediation programs in the United States is explained. An article on the history of the victim's role in the criminal justice process provides examples of programs that adhere to a restorative justice concept. The following article examines the victimization of probation and parole officers and suggests agency responses to staff victimization. An article on the difficulties of collecting restitution presents innovative methods to facilitate collection. Last, several submissions describe efforts of probation and parole agencies across the Nation to serve crime victims.
