This 10-year plan of the Maryland Department of Juvenile Services aims to redirect youth from secure institutional care to less restrictive settings. The specific goals of this plan are to meet the projected juvenile offender population through the year 2004 and to provide for quality program services.
Abstract
In assessing the Department's physical needs to meet these program requirements, the plan addresses the Department's history, mission, and goals; inventory and analysis of existing facilities and programs; population projections and their analysis; and determination of additional facilities needed to support the Department's mission. Prior to developing the 10-year capital plan, the Department set several priorities: provide secure detention beds, provide for the committed young women's program, improve existing conditions at secure detention facilities, construct youth centers to meet the needs of the non-community residential population, and improve existing conditions at State-owned residential services facilities. 59 tables, 32 figures, and 4 appendixes
