Session one examines what is happening in law and justice by reviewing the growth in workloads of law and justice agencies and the cost of that growth; participants will characterize their own law and justice systems. Session two addresses the purpose of the council and the planning process. The session considers the goals of law and justice planning, the provisions of SSB 5521, the councils' enabling resolutions and scope of work, and the draft of a mission statement. Session three examines what entities have a stake in law and justice planning. This involves deciding who should be on the council, the identification of other groups that may already be addressing some aspect of criminal justice issues, and deciding how to establish linkages with others to provide a coordinated approach. Other sessions focus on the scope of the council and the plan, the nature of a law and justice plan and how to develop one, and the nature of a correctional options plan and how to develop one. Other topics considered in the remaining sessions are the council's responsibility for reviewing racial disproportionality in the treatment of juvenile offenders, how to implement a planning process, how to develop an operational plan for a council, a council's work plan for the next year, and how to identify proposals to be finalized by the full council.
