This assessment report is the initial product of the juvenile intensive supervision demonstration project funded by the Office of Juvenile Justice and Delinquency Prevention (OJJDP).
Abstract
The project, known as the Demonstration of Post-Adjudication Non-Residential Intensive Supervision Programs, is designed to identify promising and effective nonresidential programs that provide intensive supervision for juvenile delinquents. The project also includes the implementation of promising program models at selected demonstration sites. The OJJDP organized the project into four distinct stages to accomplish the overriding objectives of assessment and program demonstration: (1) conduct a comprehensive assessment of existing programs and information related to the implementation and operation of post-adjudication, non-residential, intensive supervision programs; (2) develop comprehensive and descriptive program manuals; (3) incorporate program manuals and related materials into a training and technical assistance package for independent agency use and formal training sessions; and (4) provide intensive training and technical assistance to support selected demonstration sites. A review of the literature on juvenile intensive supervision programs (ISP's) is provided, and criteria for evaluating such programs are identified. Two basic ISP approaches are described, day treatment and direct supervision. Recommendations are offered to improve ISP programs, and a conceptual model of an ISP prototype is presented.
