This report describes the Bureau of Justice Assistance (BJA) grant programs for the Crack-Focused Substance Enforcement Program and the Street Sale Enforcement Program; these two program areas compose a significant part of the Bureau of Justice Assistance's discretionary assistance to State and local efforts in reducing the Nation's drug problem.
Abstract
The first chapter provides a historical perspective of the funding authority of BJA and BJA's role in the "war" on drugs. This chapter also provides an overview of the Crack- Focused Substance Enforcement Program and the Street Sale Enforcement Program. The Crack-Focused Substance Enforcement Program is designed to improve the capabilities of local law enforcement agencies to investigate and immobilize crack cocaine trafficking organizations. The primary goal of the Street Sales Enforcement Program is to strengthen urban enforcement and prosecution efforts targeted at street-level drug dealers and buyers. The role of the Narcotics Control Technical Assistance Program is also profiled. This program provides continuing technical assistance to State and local narcotics enforcement efforts. The second chapter describes the nine Crack-Focused Substance Enforcement Programs. Information on each program addresses project history, project goals and objectives, organization and management, project activities, and a summary of successful project activities. The third chapter provides the same information for eight Street Sales Enforcement Programs. Remaining chapters present an aggregate data summary for the programs, draw conclusions, and discuss policy issues. 10 exhibits
