The St. Paul Police Department has developed several innovative community policing programs, such as the Mobile Crisis Intervention Team and a program to enhance communication between the business community in the downtown area and skyway police officers. The Special Investigations Unit and the Vice Unit have been combined to enhance communication and investigative capabilities, and the FORCE (Focusing Our Resources on Community Empowerment) Unit has organized over 900 block clubs. The Systems Unit has expanded computer capabilities department-wide with the addition of terminals in team house sites. This expansion gives police officers direct access to criminal history checks of suspects and police service calls to specific addresses. The Training Unit has increased the number of training hours provided to sworn personnel and recruits by 73 percent.
