The committee was charged with two objectives addressed by this report: the reallocation of individual and unit workloads to facilitate innovation and problemsolving opportunities and the development of a process for the identification of alternative service delivery where appropriate. The committee's work was achieved through five subcommittees. The Redistricting/Beat Realignment Subcommittee was charged with developing district and beat configurations that will be operationally viable and meet the needs of community policing. The Arrest/Processing Subcommittee examined ways to streamline arrest procedures so as to provide officers with more time for other duties. The Calls for Service Subcommittee evaluated the existing level of calls for service and recommended alternatives to provide more efficient use of police time through the appropriate reduction and elimination of police response to nonemergency calls for service. The Telephone Reporting Unit Subcommittee evaluated this unit and determined where enhancement can be made to benefit the department. The Phone-In Roll Call Subcommittee was charged with providing first responders immediate accessibility to calls for service and reduce out-of-service status time by eliminating selected station roll calls.
