The instructional goals of the curriculum are to provide students with an understanding of the arrest powers of a peace officer, the ability to recognize when suspects must be informed of their Miranda rights, knowledge of an officer's responsibility when an arrest was made by a private person, and knowledge of the elements required to establish reasonable suspicion and probable cause. The required topics are the arrest powers of a peace officer, Miranda rights of detainees, arrest by a private person, reasonable suspicion and probable cause, legal requirements for entry to make an arrest, follow-up requirements and information that must be provided to an arrested person, and consensual encounters. Required tests are the knowledge test for Domain #15 and an exercise test that requires the student to approach, contact, interview, and interrogate a suspicious person. The curriculum requires that a student have a minimum of 12 hours of instruction on the laws of arrest. This manual outlines the knowledge content for each of the 17 topics covered in the curriculum.
