Abstract
Project Alliance fosters opportunities for a community to adapt the concept of collaboration between law enforcement and school officials to mobilize the community to combat the escalating use of drugs, alcohol, and weapons in and around schools. It addresses community concerns by providing for clearly defined drug, alcohol, and violence prevention education efforts. Project Alliance emphasizes the importance of early intervention and the provision of sound treatment in coordination with enforcement of the laws, prosecution, and punishment as key elements of public protection. It further offers parents the opportunity to become involved proactively in preventing substance abuse and violence. After identifying what Project Alliance offers a community, this handbook reviews the Middlesex County and Bristol County experiences with Project Alliance and considers whether other communities could benefit from the project. The core of the second part of the handbook consists of guidelines for the development of Project Alliance in a community. Topics include the initial meeting, organizational structure, the development of a memorandum of understanding, budgeting, expenses to anticipate, and worksheets for the initial meeting and the budgeting process.
