The program, known as "Hackett 1," combines work, public service, and education as an alternative to incarceration. It combines an intensive weekend schedule of community service with powerful education on alcohol abuse. On average, Hackett 1 weekend programs are conducted quarterly, depending on the number of persons sentenced. The optimum number of persons for the program is 75-100. The OUI weekends have heightened social drinkers' awareness of alcohol's potential dangers and have introduced problem drinkers to local drug and alcohol abuse counseling services. In addition, the program has significantly reduced jail crowding while increasing the effective treatment of persons convicted of drunk driving. In the 5 years of the program's operation, less than 5 percent of participants have been reconvicted. Anyone who has no prior criminal record when convicted of a first-time drunk driving offense and whose current conviction is solely for OUI is a candidate for the program. This manual explains program procedures, the education component, and the multiple offender program. The latter program is called "Hackett 2," which is a longer term experimental program for selected offenders sentenced for more serious or multiple offenses.
