The first part of this report concerns the identification of current and future threats facing the task forces. The primary challenge was identified as narcotics trafficking, as well as the corollary threats of gang-related crime, violent crime, weapons trafficking, and money laundering. The second section of this document deals presents a methodological discussion and evaluation of operational and functional problems encountered in the management of the task forces. The Program Development Model was applied to 40 identified problems, ranging from lack of inter-task force cooperation and communication to inequitable distribution of forfeiture and case credit, lack of national leadership and direction, and lack of operational procedures and planning. The criteria for identifying problems included safety, enforcement results, cost and effort required to solve the problem, and effects on morale. A small working group selected from among the members of the Focus Group will take the next steps in addressing problem definition and strategy selection. 7 appendixes
