Site visits focused on learning how each program operated through interviews with program administrators, line workers, supervisors, and key judges. Additional interviews were selectively conducted with juvenile prosecuting attorneys, law enforcement personnel, program provider staff, school personnel, and juveniles and their parents. The NCCD required that programs be operational for at least 12 months and included a mix of both private and public sector models in site visits. Two general structures for ISP's were identified, day treatment and direct supervision models. The type of ISP implemented at the 11 sites reflected available community resources, juvenile justice system needs, and program development philosophies. The NCCD sought to identify programs reflecting delinquency control theory in their goals, policies, and operational procedures. Programs were required to define their population as high-risk delinquents who would otherwise be in placement. Programs in Massachusetts, Florida, Pennsylvania, Michigan, California, Minnesota, and Ohio are summarized according to program context, client identification, intervention, goals and evaluation, and program linkages.
