The first article questions the legality of the new French criminal code and deplores its conservative, reactionary spirit. The second article examines whether the French procedure of immediate court appearance violates Article 6 of the European Convention of Human Rights and the rights of the defense. The third article summarizes the judicial positions of different countries in the creation of the international tribunal for war crimes committed since 1991 in the former Yugoslavia. The following two articles focus on evaluating processes; one emphasizes the need and problems of evaluating the effectiveness of French crime prevention; the other addresses the methodological problems of evaluating criminal policy. Five articles are devoted to punishment; they approach such issues as the originator of punishment, the role of certain punishment in crime deterrence, the concept of equitable punishment in relation to psychiatric expert witnesses, the impact of punishment on the offender, and the role of quick punishment in the justice system. The section on comparative criminology covers such varied topics as the reform of Moroccan criminal procedure in the context of human rights, the new Greek correctional code of 1991 and inmates rights, and socially maladjusted juveniles in Ivory coast.
