This first symposium on community policing in the Province of Saskatchewan (Canada) summarizes panel presentations and the reports from five issue groups.
Abstract
The symposium was attended by 100 invitees, who represented a broad range of professionals involved in policing policy and practice, as well as representatives of Aboriginal, women's, advocacy, and human service groups involved in policing issues in the community. The morning panel discussed major policy issues that are facing the Province regarding police resources. Issues were related to Aboriginal people, the special problems for policing in rural and urban areas, the growing pressures from rising costs and privatization of policing, and the "root causes" of crime. The afternoon panel discussed support for community policing in the Royal Canadian Mounted Police and the need for greater resources and interagency cooperation as the demand for human justice services increases. It also discussed how major trends in society impact policing and have implications for training and budget. Differences between reactive and proactive policing were also considered. The five discussion groups considered issues raised by the Solicitor General's Discussion Paper entitled "A Vision of the Future of Policing in Canada." Some of the issues discussed in the groups were police-community relations, police-minority relations, proactive policing, police resource allocation, the pros and cons of community policing, and police accountability.
