This futures study explores potential alternative sources of revenue that may be available to California police agencies during the next decade.
Abstract
Five probable trends that would affect the study issue were selected for analysis: increase in State population growth, technological advances, increase in foreign investment in California, California's transition to a major distribution point for cocaine trafficking, and increase in the number of elderly voters. In addition, the analysis incorporated five critical events: cocaine traffic stopped through local and Federal law enforcement cooperation, Proposition 13 overturned by State Supreme Court, major race-related riots, legislation to stop foreign investments passed, and major oil spill off the California coast. The preferred scenario developed here calls for California law enforcement agencies to take a more business-like approach to increasing revenues by maximizing all funds obtained from State and Federal sources and searching for new sources that take advantage of existing knowledge and resources. The paper presents strategic and transition management plans to implement this scenario. 8 tables, 11 figures, 19 notes, 3 references, and 7 appendixes
