This report reviews the achievements of the Singapore Prison Service for 1991 and outlines priorities for 1992/93.
Abstract
The general review of achievements for 1991 focuses on operations, planning and physical development, personnel, and training. Achievements in the operations area pertain to the mechanization of penal facilities; contingency exercises for escape, riot, and fire control; instant urine-testing; the team deployment system; zero-based review of the Prisons Department; and the work of the Rehabilitation and Counseling Branch. Other achievements in the operations area included a widening of the range of skills training available for inmate and drug addicts, the prison planning workshop, and the work of the Prison Welfare Council. Priorities for 1992/93 are also in the areas of operations, planning and physical development, personnel, and training. Other sections of the report address major developments in the penal history of Singapore, the positive results of the Three-phase Rehabilitation Program, and Prison Workplan Seminars. Other topics considered are efficient use of existing resources through the Sector Team Management System, community-based rehabilitation, staff welfare, and a record of major events for 1991-92.
