The report begins with criteria for including statutes and a description of the methodology for reviewing the statutes selected. The four groups of statutory penalties that the Commission identified as inconsistent with the goals of sentencing reform are: (1) Offenses in Deprivation of Civil Rights; (2) Assault; (3) The Travel Act; and (4) Involuntary Manslaughter.
