Based on research and program development in three small neighborhoods in Great Britain, the guidelines are intended for use by individual agencies or groups or by collections of agencies and groups. The recommendations are based on research finding that crime patterns vary significantly between small nearby geographical areas. They focus on the concept of targeted crime reduction, which rests on an understanding of the particular crimes directed at particular targets in a specific location. The manual details the four stages of targeted crime reduction: (1) deciding what problems to address, (2) deciding what initiatives to take, (3) taking the initiatives, and (4) evaluating the results so that the process can continue. Detailed recommendations and options are provided for the information-gathering and planning stages; the planning process and plans for three neighborhoods are also presented.
