This analysis of the community policing proposals by Givens, Rosenfeld, and Decker concludes that these two proposals do not reflect all the possible approaches to community policing, although they suggest opportunities to learn about the potential and pitfalls of two distinct approaches.
Abstract
Each proposal presents a plan to use persons and organizations outside the police agency to address some aspect of what has been the traditional police workload. Givens focuses on the use of citizen groups to handle certain routine calls for service, while Rosenfeld and Decker focus on violence prevention among youth. Each proposal suggests something so different from current approaches to policing that it should be very instructive to learn what would happen if the proposal were implemented. However, other approaches are also possible. We currently lack knowledge about the relative effectiveness of various approaches to community policing. Therefore, instead of trying to produce a single type of community policing, we should encourage the development of many dissimilar projects.
