This report presents preliminary findings and conclusions from a management study of the Houston Police Department.
Abstract
Discussions of the study's major recommendations are presented in the following categories: (1) Overall Management (Strengthening Supervision; Matching Schedules to Workload; Rigorously Evaluating Results); (2) Neighborhood-Oriented Policing (Discussion of the five principal objectives for patrol officers which should define the Department's approach to Neighborhood-Oriented Policing); (3) Patrol (Scheduling and Staffing; Supervision; Beat and Dispatch Policies; Master Patrol Officer Program; Take-Home Car Program); (4) Emergency Communications (Strengthening Overall Management; Staffing and Scheduling; Defining a City-Wide Role; (5) Investigations (Decentralizing; Staffing Levels); (6) Substation Operations (Civilianizing Station Positions; Utilizing Desk Sergeants; Restructuring Storefronts; Zero Tolerance Operations); and (7) Other Operations (Efficiencies possible in various support operations of the Police Department).
