Florida's Correctional Education School Authority (CESA), which provides educational services in Florida's correctional institutions, was audited with respect to its performance and its management controls to ensure compliance with statutory mandates.
Abstract
The audit focused on compliance with statutory responsibilities, procedures to identify inmates most likely to benefit from correctional education and to ensure their assignment to facilities offering education, statistical data, and other states' approaches to providing inmate education. Results revealed that CESA has not fully complied with the statutory mandates. Although CESA has established guidelines for identifying and assigning inmates, the guidelines do not include provisions for recording and monitoring these processes. Therefore, CESA cannot assure that inmates with priority educational needs receive education during incarceration or that resources are used according to the priorities established in the laws. In addition, CESA's data collection system does not produce complete and reliable statistics. The other 11 States studied use a variety of organizational structures both inside and outside the correctional agency. Figures, tables, and appended list of programs and related information
