In 1991, the Board of Young Adult Police Commissioners (YAPC) was created in New Haven, Connecticut, as a means of establishing a system of responsibility and communication between the police department and the young adult population of the city.
Abstract
The YAPC is a fully chartered and legitimate body of elected and appointed young adults; members have full access to the Chief of Police and President of the Adult Police Commission. With the authority to call meetings, conduct research and gather data, debate issues, and form policy advisories, the YAPC is mandated to focus particular attention on alcohol and other drug abuse among youth. Over the past 30 months, the YAPC has formulated a position on city curfew for youth, organized focus groups on drugs and violence in all six public high schools, lobbied the State Legislature to preserve and expand juvenile drug and alcohol treatment programs, raised funds to support AIDS hospice for adolescents, and sponsored a conference on adolescent treatment for substance addiction. 12 tables
