Abstract
This document presents the recommendations of the Committee of Ministers to the governments of member states concerning standards to provide a just and effective application of community sanctions and measures. The Rules, conceived as a parallel to the European Prison Rules, are not to be regarded as a model system. Rather, they are designed to serve three purposes: (1) to provide a body of norms for national legislators and the practitioners in the application of community sanctions and measures; (2) to ensure respect for the fundamental rights of those upon whom community sanctions and measures are imposed and their families, as these are defined in the European Convention for the Protection of Human Rights and other international instruments; and (3) to set forth professional standards for the use of staff so as to enable them to carry out the implementation of community sanctions and measures correctly and exactly and without arbitrariness which can result in inappropriate implementation.
