Developed by an interagency group in San Francisco, these procedures are designed to guide the prosecution of all felony domestic assault cases handled by the San Francisco District Attorney's office.
Abstract
The guidelines were developed jointly by the District Attorney, members of the Domestic Violence Vertical Prosecution Unit, the Victim/Witness Assistance Program, the Family Violence Project, and members of the domestic violence service community. Individual sections present definitions of domestic violence, ways in which the perpetrator may try to manipulate the criminal justice system, the perspective of the victim of domestic assault, goals of the prosecution, the nature of vertical prosecution, coordination between the prosecutor and victim advocacy services, charging criteria, coordination between the prosecutor and community agencies, the role of the prosecutor at each stage of the proceedings, methods of reducing case attrition, and data to be collected.
