The seven primary chapters discuss rulings related to general application principles, offense conduct, adjustments, criminal history and criminal livelihood, sentence determination, sentencing procedures and plea agreements, and violations of probation and supervised release. The document also discusses constitutional issues related to the Fourth, Sixth, and Eighth Amendments; double jeopardy; due process; separation of power; other statutory considerations; pre-guideline sentencing; review of sentences; and the role of the probation officer.
