The study panel identified 10 trends that are likely to increase over the next decade: (1) emphasis on entrepreneurial management, (2) level of accountability to the public, (3) police managers as facilitators, (4) level of required services, (5) level of community involvement, (6) degree of responsiveness to public concerns, (7) police managers as leaders, (8) attitude toward human relations, (9) level of technological influence, and (10) level of media interaction. In addition, several events thought to be highly probable were incorporated into the analysis. These included problem-oriented policing becoming the focus of training, community quality of life issues coming to the forefront, establishment of DNA solvability factors, advancement in telecommunications technology, changes in traditional spans of control in management, replacement of State probation and parole by private professional services, adoption of the team management approach by police, increased cultural diversity, legalization of marijuana, and emphasis on collaborative skills in police management training.
